arp doesn't show a connected android phone

My android phone is connected to the router and get an IP of 192.168.1.23. However, when i display all the connected devices with arp -1 command, it is not displayed in the result. When i use ip nei s, this device is displayed but only with an IPV6 address. How should i get this device with its ipv4 address?
