How to make website directories visible to non-ftp users?

When I create a directory in FileZilla on my GoDaddy website I can only view it when I log in via FTP example:

When I try and go to it without using FTP I just get sent to my 404 page.

When I do the same thing on my HostGator website I can access the directory no problem.

How can I make it so anyone can go to http://ift.tt/1C75VpB?
