Reading data using text scan : MATLAB

I need to read following data format saved in a Text file in MATLAB. This is just sample, in actual matrix size contains 1218 station data(USH denotes for US and the no. adjacent to that is station ID), each column is the monthly value. The column numbered with 2 are flags, which I don't want in final data form. Please anybody let me know how I should proceed?
