nginx CORS headers missing

http://ift.tt/1jx09nX - so I added this snippet to my nginx conf file.

curl -l 'http://ift.tt/1jx09o0' --verbose - still showing no CORS headers.

This is a rails app. I tried putting CORS info in config.ru... nada. I tried in application.rb... nada. I tried in the nginx conf file... nada. Anyone know how to get these headers into my app?
