Can not install perl-RRD-Simple-1.43-1.el5.rf.noarch.rpm

I have tried to install TSung in CentOS 7. But when installing the perl-RRD-Simple.noarch, it shows no package available. So I tried to download the rpm file and :

rpm -ivh perl-RRD-Simple-1.43-1.el5.rf.noarch.rpm

with the result like this:

error: Failed dependencies:
        perl(RRDs) is needed by perl-RRD-Simple-1.43-1.el5.rf.noarch

So how to install the perl-RRD-Simple-1.43-1.el5.rf.noarch? ps: rrdtools are already installed.
