Do I have to pay the IOS developer (99 USD) to use iCloud Dashboard?

I've developing IOS apps just for education, can I use the iCloud Dashboard to connect apps? I don't to sell those apps in the App Store.

When I login for iCloud Dashboard an alert shows with the following message "No CloudKit-enabled apps are registered to this Apple ID". and I've already sing in for free as Apple Developer.
